Phil Ryan, BBS. CA
Chairman
Phil is a Chartered Accountant with 30 years of commercial experience predominantly in the primary and horticulture sectors. Phil spent most of his working life in senior finance roles at Lowe Walker, Lowe Corporation, Apollo Apples, T&G Pipfruit and latterly Rockit Apples. He has 20 years of governance experience as a former Director of Lowe Corporation Ltd, Apollo Apples Ltd and First Light Foods Ltd and is a former Trustee of the Helicopter Rescue Trust and St Patrick’s School. He has been a member of the Trust for the last 12 years and was elected Chairman in 2013.

Deputy Chairman
Tim began general practice in Napier in late 1983 and because he was building his practice in 1984 he was simultaneously able to follow an interest he had in addiction as he took up the part-time medical officer position at the Springhill Residential Addiction Rehabilitation Centre. Although being busy in General Practice Tim was able to further develop his commitment to Addiction Medicine and in recent years was also working in DHB clinics as well as supporting the Te Poutama Tautoko addiction program at Te Taiwhenua o Heretaunga. Tim has been a trustee of the Hawkes Bay Addiction Trust since the early 1990s and was a recipient of Napier’s Citizen’s Award. Tim and his wife Jane have enjoyed a busy family life in Hawke’s Bay and look forward to a busy retirement in the Bay. Tim remains committed to the HBACT and is excited at the prospects the Trust has to further contribute to the management of Addiction problems which are unfortunately burgeoning in our community.
Erica Toomey
Erica has a strong background in public service, committee work, including the Napier City Council Health Advocacy Committee. She had a good introduction to the issues in providing health care through the work of her late husband, Noel, who served on the Hawke's Bay District Health Board for fifteen years, chairman for three. In 1980 she was the first person to be appointed Friend at Court and served in Napier for 5 yrs. Erica, a trustee for twenty years, was awarded a Napier City Council Citizens Civic Award in 2016.
Paul O’leary, LLB
Paul is a recently retired lawyer with over 40 years of experience in the area of trust law and administration. He initially worked for Public Trust for around 17 years and then in private practice in Napier until his retirement in early 2021. Paul’s legal career commenced with Public Trust in late 1977 after graduating with a law degree from Victoria University. His first position was that of a staff solicitor in the Wellington Public Trust office for 5 years, followed by a further 5 years as the District Solicitor in Masterton with sole charge for the Wairarapa. He subsequently moved to Napier to become the District Solicitor in the Napier Public Trust Office with sole charge for Napier and Wairoa.
Paul has been a Trustee of the Hawke’s Bay Addiction Centre Trust since March 2009.
Paul is also Rotarian with 20 years of service. He is a member of the Rotary Club of Napier and is a past president of the club.
Jan Tilyard
Jan has a strong background in business administration, holding various positions over many years in Napier. Recently, her work has focused on Health & Safety at the forefront of business today. Her first involvement with the Trust was as Minute Secretary. In March 2016 she was appointed a trustee. Jan upholds the values of the Trust seeing Mental Health and Addiction as a critical part of health and welfare today.
Kelvin Shaw
Born in Yorkshire, Kelvin emigrated from England in 1974 with his wife Yvonne and their two young children. Now retired he has spent all his working life in industry, working in Engineering, Manufacturing, Logistics and Process improvement. He holds numerous qualifications in Technology and Business Management. He is a keen Tramper and is the New Member Coordinator for the Napier Tramping Club, he is also the President of the Bay View Indoor Bowling Club. A passion for Rugby Union completes the social trifecta.
Lesly Mitchell, RGON
Now retired, Lesly was a registered and obstetrics nurse of 30 years experience. Six years of night shift work for the DHB was followed by 24 years of nursing in two local general practices. Lesly still lives on a Hawkes Bay farm with her husband, Dennis where they have resided for more than 45 years. In that time she has balanced a nursing career, life on the farm and raising a family of three. Lesly gave two years volunteering as a Lifeline counsellor. She has a life-long empathy and interest in health, and in helping people including those affected by addiction. Joining in 2018 Lesly has been a trustee for three years.

My name is Annmarie Horn. I am originally from Horowhenua but made the move to Hawkes Bay 10 years ago after attending Springhill Residential Treatment Centre.
I have 4 adult children and 6 grandchildren.
I am currently working in the Social Housing sector supporting chronically homeless whanau in Hawkes Bay.
I bring to the Trust lived experience with addiction and a passion for helping others still struggling with the disease.
I look forward to serving the community I come from.
In my spare time I love to read, relax with whanau and travel as much as I can.
Andrew McGarrol, MANZSW & Provisional Membership of NZAC, PGDIPHSc-Cognitive Behavioural Therapy, B.App.SocSci (Soc & Couns), Dip.Business Management, Clin.Sup.
Andrew is a registered Social Worker and Counsellor who manages his own private practice. He is also a Clinical Director for a private addictions rehab facility.
Andrew has worked in health care for over 20 years in non-government organisations and secondary services, both in community and inpatient settings. This includes 9 years leadership experience in managing Mental Health and Addiction services in Hawkes Bay. Notably he was the Clinical Manager for Springhill Treatment Centre and now he has taken the opportunity to support the Hawkes Bay Addiction Centre Trust in its evolution in supporting vulnerable people with addictions
Administration
The Trust Board is supported by an Administrator and a Minute Secretary. The Administrator's role incorporates the functions of a treasurer, trust secretary and trust accountant, and is appointed or reappointed at the annual general meeting. This is a paid position.
The Minute Secretary organises the Trust's meetings, keeps and publishes the Trust's minutes and facilitates communication within the Trust. This is a voluntary role with reimbursements for out of pocket costs.
